No claim to be otherwise entertained once the
goods have passed out of custody 1.8. imported duty paid or delivered from bond duty paid. No refund for quantity less than one gallon should be allowed on any consignment.
Packages landed at wharf with partial abstraction of contents should pay full duty on a whole case unless the ship accepts responsibility of shortage. Otherwise it may be assumed that the whole contents was landed, abstractions taken place after discharge and consequently the liquors brought into the Colony and liable to duty.

For the batter control of liquors landed in the Colony in cargo boats and/or sampans either from steamers or junke, also removals from the outlying distilleries, it is advisable that a number of landing stages be set apart for this traffic. At present landing takes place indiscriminately along the praya and the only control ie that effected by searchers who may perchance be on the spot. There should be special landing stages eey 3 or 4 west of Blake Pier and one at Wanchai (if found necessary) for Chinese Wines. For European dealers drawing from King's Warehouses at Kowloon or landing direct from ships, either from direct importation or for bonding in their Licensed Warehouses, there might be that part of the Praya between Blake Pier and the Ferry Wharf as being the central part for European Trade. At each landing stage a searcher would be stationed to vise and check all permits accomparying each boat or consignment. He should be provided with a rubber stamp with the worde "Landed at Pier" which stamp should be affixed to all permits with the searchers aignature and date so ae to prevent the same permits being
used
